Islamic system of taxes

In an interview recently, our Prime Minister said that more than two and a half crore Pakistanis across the country live in big houses and own expensive cars. Their standard of living is also luxurious; Give

He further complained that when only rich Pakistanis do not pay taxes, how can the country develop? The fact that the tax system is not effective and tax evasion is one of the main reasons for the development of the country. The Prime Minister was right when he said that many Pakistanis do not pay their taxes honestly and show their hands somewhere. The Prime Minister rightly said that many Pakistanis do not pay their taxes honestly and show their hands somewhere. Some of them are greedy and thieves.

These are clear culprits and sinners of the country and the nation. But other Pakistanis argue, they want to pay taxes honestly but they do not trust the ruling class (especially bureaucrats and political leaders) because they have squandered most of the money collected from taxes. That is why they consider it mustahab to distribute their income in the form of charity among the beneficiaries instead of levying it on the government.

Trust me a little

It is as if the taxpayers and the ruling class in Pakistan do not trust each other. There is a lack of trust between them. The parties accuse each other of being thieves. But the country and the nation, especially the poor Pakistanis, suffer from this conflict. This is happening. Because the tax system is unjust, the average Pakistani is getting involved in this war and unfortunately it has no relatives. Economists claim that new records of inflation have been set during the PTI regime. The government has increased the rates of various taxes.

Companies increased the prices of their products and services and passed the increase on to the public. As a result, everything became more expensive. The government argues that there was no significant increase in tax rates, but its real "crime." That is, it wants to document the informal national economy. The aim is to catch the tax evaders by law. In response, the big tax evaders in business and trade have created artificial inflation by uniting and forming cartels. The claim is that the government's campaign to make the tax system effective can be thwarted. Therefore, inflation has been created by corrupt rich Pakistanis.

On the other hand, Pakistanis who do not pay full taxes also argue that the tax system created by Western experts is working in Pakistan. This system is basically the enemy of the poor but also cruel. This system was successful in western countries because the common man there. His income is high. Therefore, even after paying all the taxes, he would have enough money to cover his daily expenses. In Pakistan, the daily income of crores of people is only between two and five hundred rupees. Taxation is a crime and a great injustice. In the Western tax system, there are actually a lot of taxes.

Income tax, sex tax, corporate tax, customs duties and excise duties are the basic taxes. From the federal government to the provincial governments and union councils also collect various taxes on services. In Pakistan, the ruling class has to increase revenue For the sake of inventing new taxes in which holding tax is prominent. In government offices, it has been done that even when a simple form is given, the amount is taxed. In addition, if there is work in government offices, the officials stationed there "Expenditure on water" is received separately. It is such an inhuman and exploitative tax system that has broken the backs of the poor people of Pakistan.

Western tax system

It is clear that the common man has not benefited from the Western tax system. If the government does not receive money due to tax evasion, it borrows from financial institutions to meet its current expenses. Today, Pakistan is indebted to the tune of Rs 36,000 billion due to successive borrowings over the last 20 years. The Pakistani government earns between Rs 4,000 and Rs 4,500 billion annually in taxes. Most of this amount It takes only three places: (1) 50% on repaying loans and paying interest, (2) 20% on salaries and pensions, and (3) 20% on defense expenses.

Most of this money is consumed by the ruling class. That is why the government does not have any money left for cleaning. From Karachi to Khyber, piles of rubbish all over the world defame Pakistan. The government does not have this ability. The roads would have to be repaired.

The extreme of oppression is that in the current tax system, the share of these direct or "reversed" taxes is 70%; that is, they are levied on every Pakistani without any distinction between rich and poor. Sales tax, holding tax and most customs. Excise duties are such a cruel tax. The result of this horrible tax system devoid of justice is that if a rich man pays Rs. 5,000 per month as tax on the purchase of pulses, bread and meat, the poor will also pay the same amount. So it doesn't matter, most of the income of the poor goes to the exchequer thanks to these direct taxes.

Although the government does not want to collect taxes from the poor, it is its responsibility to help them. The solution to all the ills associated with the Pakistani tax system is the implementation of the Islamic system. Islam is not only a religion but also a complete system of life. An economic system was also introduced in India. One of its major features is the establishment of a tax system in which wealth is distributed from the rich to the poor. In early Islam, according to the situation at that time, there were six taxes: Zakat. , Usher, jizya, khums, tribute and government revenue.

Zakat is the income tax of modern times. It is levied only on the rich. It is included in the five pillars of Islam. The Holy Prophet (PBUH) had fixed its syllabus at 87.48 grams of gold or 612.36 grams of silver. If it exceeds the value of gold, it will give 2.50% of the surplus revenue to the government so that the welfare of the people can be used for this purpose.

At present, the price of 87.48 grams of pure gold is Rs. Pakistan imposes income tax on income of Rs. 4 to 6 lakhs. This is illegal from Shariah point of view.

Ushr is an agricultural tax. The way to pay it is that if the crop is irrigated from a natural source (river, canal, spring), the farmer will give one tenth of his annual production to the government. Farming by artificial means such as tube wells or wells. If irrigated, the farmer will give five percent of the production.

The Islamic government also imposed an agricultural tax on non-Muslim farmers called "tribute". Caliph II, Hazrat Umar Farooq introduced a new tax "trade usher". In fact, non-Muslim countries used to tax goods from the Islamic State. Caliph II Imposed a trade tithe on goods coming from these countries. It used to be 10 percent. But if a non-Muslim country increased the tax rate on Islamic products, then the Islamic government would also increase its tax rate. But a Muslim who imported goods for personal use would not be subject to a trade usher. Similarly, if the value of imported goods was less than two dirhams, then Islamic customs duty would not be levied on them.

Non-Muslims living in the Islamic state used to pay "Jizyah" instead of Zakat. It was like an income tax imposed on non-Muslim rulers. The givers did not take part in the war. The Rightly Guided Caliphs laid the foundation of the first welfare state by setting a monthly stipend for the non-Muslim poor.

The government would take 20% of the booty from the wars as khums. The rest would be distributed among the soldiers and the poor. In addition, the caliph would pay various taxes on government services to the people as and when required. But their rates would have been kept low so that the people would not be burdened financially.

Islamic system of character

At present, an Islamic tax system based on taxes levied on Zakat, Commercial Ushr, Agricultural Ushr and Government Services should be implemented in Pakistan. It is a humane tax system. This simple system free from complications will eliminate the atmosphere of mistrust between the people and the ruling class. The current tax system has been made a source of income by the ruling class. And most of the taxes in this system are illegal. And take the case of non-filers.

The government has declared every Pakistani who does not file income tax as a non-filer. Then they pay almost double the holding tax. The question is, a Pakistani whose income is less than six lakh does not need to file income tax. However, the burden of withholding taxes has been imposed on the poor as well. This is an injustice of the government to the poor citizens. And it is an inhuman act.

The government of Pakistan gets Rs. 22 billion by levying income tax every year which is equivalent to cumin in the mouth of a camel. But it can get several billion rupees every year by levying Zakat on the rich. Will know that he has to pay only one sharia income tax. Then ninety percent of the rich Muslims will pay zakat on their wealth and income honestly. Right now they have a lot of taxes on them and that is why they are forced to pay taxes Moreover, with the introduction of Islamic tax, rich landlords will also become a part of it. At present, they do not pay any income tax.

Similarly, there are innumerable taxes on trade, industry and trade in Pakistan which increase the prices of daily necessities many times over. This vicious cycle puts a financial burden on the poor. If the government only imposes trade usher and services tax. Just think that it will have a very positive effect on domestic and international trade, industry and trade.

Right now the rulers are hiding money in different ways. Adopting Islamic tax system will increase the circulation of rupee in the national economy many times more. The national economy can then flourish overnight. This will provide employment to poor Pakistanis and increase income. Keeping the rupee in constant circulation and promoting it is a prominent feature of the Islamic economy. It is through this process that trade, industry and trade flourish
